Comprehensive Sustainability Plan

The second deliverable in Phase I is a comprehensive sustainability plan (due February 2026). This plan will expand on the PCAP measures, touching on all significant pollution sources/sinks throughout all economic sectors. The CCAP will establish both short-term and long-term pollution reduction targets, providing strategies and identifying implementation-ready measures across all major sectors to meet sustainability goals within the Cheyenne Regional area. The plan will include:

  • Baseline inventory of all significant sources of GHG emissions and co-pollutants in Laramie County
  • Pollution reduction targets and measures defined by the residents of Laramie County and industry stakeholders

  • Market analysis of current and future economic opportunities and future workforce needs
