Former City Council Members

On August 8, 1867, the first charter for the government of the City of Cheyenne was established. Two days later on August 10, 1867, H.M. Hook was elected Mayor. Shortly thereafter, six Commissioners were elected to help the Mayor organize a local government to protect citizens and establish laws.

Since their implementation, these elected officials have been referred to, or known by, various titles: Commissioners (1867), Board of Aldermen (1868-69), Board of Trustees (1870-77), City Council (1878-1913), Commissioners (1914-1971), and City Council (1972-present).

On February 21, 1911, the Wyoming State Legislature passed an Act whereby cities in Wyoming with over 10,000 population which had already been incorporated could adopt a commissioner form of government. On January 5th, 1914, the commissioner form of government was formally adopted by the City of Cheyenne. Under this form of government, Cheyenne's municipal affairs were handled by three elected officials. They were:

• Commissioner of Public Affairs and Safety (commonly known as the Mayor)
• Commissioner of Finance and Public Property or Parks
• Commissioner of Streets and Public Improvements (sometimes known as the Street and Alley Commissioner)

Each of these three elected officers were responsible for approximately one-third of the departments of City government. All three met each Monday and became the City Council. The Mayor presided, but otherwise had no specific prerogatives. 

On July 9, 1965, Wyoming Governor Clifford P. Hansen proclaimed the City of Cheyenne to be a "City of the First Class" organized under the provisions of the State of Wyoming with all the powers and obligations thereto.

A special election was held on June 22, 1971, to determine if the commissioner form of government should be replaced with the mayor-council form under the First Class City Law. As a result of that election, in the fall of 1971, a mayor and nine councilmembers were elected to take office on January 3, 1972, under the new form of government. Under the mayor-council form of government, the Mayor is the chief administrative officer and also presides over Council sessions with a vote on all matters and a veto over all the council action.

Presently, the Mayor is elected At-Large every four years. Three council members are elected from each of three wards on a staggered basis.

In 1872, M. Sloan became the first former councilmember (known as a Board of Trustee member at the time) to be elected Mayor for the City of Cheyenne. The transition from councilmember to Mayor is quite prominent as a total of 26 former councilmembers have served as Mayor:
