Dr. Mark Rinne was reelected in November 2022 to serve a four-year City Council term (2023-2026). Dr. Rinne is the Council’s longest tenured member, now entering his seventh term. During his time as an elected official, Rinne has served as council president nine times and current is the council vice president.
Dr. Rinne is the Council representative on the Friends of Botanic Gardens Committee, the Cheyenne Reginal Airport Board, Economic Joint Powers Board, and The Board of Public Utilities Board. Additionally, he currently serves as the City’s representative for Wyoming Association of Municipalities (WAM).
Dr. Rinne is a member of the Greater Cheyenne Chamber of Commerce and was recently named their "2022 Person of the Year." He is also a member of Cheyenne LEADS.
Originally from Lincoln, Nebraska, Dr. Rinne has been a resident of Cheyenne for more than 30 years. As a councilman, Dr. Rinne points to his work on the Botanic Gardens Board and the extension of the Cheyenne Greenway as notable highlights during his time as a council member.
Dr. Rinne is married to his wife, Rose Ann, and is a father of five.
Outside of Council duties, Dr. Rinne serves as a fencing instructor at Laramie County Community College (LCCC) and has previously coached youth soccer in the community. He is also a licensed private pilot.
