Kathy Emmons was elected to the Cheyenne City Council in 2024 and took her oath of office in January 2025.  As a member of the Council Kathy serves on the Public Services Committe and is the Council liaison to the Friends of the Cheyenne Botanic Gardens. 

Kathy was raised in the Sandhills of Nebraska and relocated to Cheyenne in 1987. She raised her family in Cheyenne and her daughter continues to reside here. Kathy attended the University of Nebraska at Kearney earning a Bachelor’s degree in Political Science, followed by a Master's degree with double majors in Career/Vocational Guidance and Guidance and Counseling from Chadron State College. In 2018 Kathy earned a Doctorate of Management in Organization Development and Change. Kathy has volunteered her time serving on several boards including the Cheyenne Symphony Orchestra, Family Promise, Cheyenne Regional Medical Center Foundation, Unaccompanied Student Initiative, the Laramie County Juvenile Joint Powers Board and the Laramie County Community College Board of Trustees. During her time in Cheyenne Kathy has led multiple non-profit organizations, served on Governor Dave Freudenthal’s Cabinet as Director of the Department of Workforce Services and spent the last 15 years in healthcare administration.
